Agendas and Minutes

The Mental Health Services Act (MHSA) Ongoing Planning Council (OPC) is made up of a diverse set of community partners, community stakeholders, including consumers and family members, and Merced County Behavioral Health and Recovery Services (BHRS) staff members. The purpose of the OPC is to make recommendations to the BHRS Director regarding MHSA programs in terms of feedback, planning and implementation.

The OPC plans and advises the BHRS Director and staff on the planning process for each MHSA funding stream and assists with community outreach and education. This includes assessment, comment, and prioritization of strategies developed for these plans.

During implementation, the OPC assesses the overall impact of the MHSA programs in transforming the current public mental health system.
