Bill was born in Southern California and raised in Merced County. He attended elementary school and high school in Atwater, and graduated from Merced College. He began his law enforcement career as a Merced County reserve deputy sheriff in 1985, and became a police officer with the Merced Police Department in 1987. He began a career with the California Department of Justice in 1994, and investigated major drug organizations in Southern California. He was promoted to supervisor and assigned as commander of multi-agency task forces in the counties of Yuba, Sutter, Yolo and Placer. In 2016 he returned to Merced as a District Attorney Investigator assigned to supervise the newly developed VIPER Program, and was sworn in as chief investigator in September 2017. Bill has two adult children, his son is a deputy sheriff in Northern California, and his daughter is currently an athletic trainer and entering graduate school for physical therapy.
Jeannette Pacheco, Administrative Services Director
Jeannette Pacheco was born and raised in Merced County and attended high school and college locally. She joined the District Attorney's Office in 1993 as a paralegal in the civil division, handling cases involving financial crimes. In 2003, she began supervising support staff and fiscal services and managing the department's grant programs. She was promoted to Administrative Services Director in 2006. Ms. Pacheco oversees the District Attorney's budget, supervises all support services and is responsible for managing administrative services, personnel, and overall departmental operations.
