Winton Logo Welcome to the home page for the Winton Community Plan process. The purpose of this web page is to explain what a Community Plan is, inform people about the community plan production process through publicizing important events and dates, and provide opportunities for direct participation in the planning process – both now and in the future.

Following authorization from the Board of Supervisors, the Merced County Planning and Community Development Department began work on producing a new Winton Community Plan in February of 2011.



What is a Community Plan?


A Community Plan is a document that is intended to guide private and public land use and related investment decisions in a specific community over a period of approximately 15 years.  A Community Plan identifies the image and values of a community and provides goals, policies, standards, and guidelines that work together to encourage land uses and investment that advance the community toward its desired future identity and role. Each Community Plan adopted by Merced County implements local values by requiring that new development within its boundary area is consistent with its policies and standards. Similarly, a Community Plan is used as an important reference by Merced County and other public agencies in their review of any project that may be of regional importance (such as a new road).

Citizen Participation


The process followed by Merced County to produce a Community Plan relies upon the direct and active involvement of the members of that community. Residents are invited to identify community values, strengths, weaknesses, priorities, and opportunities for change. The Planning and Community Development Department uses direct surveys, workshops, meetings and formal hearings to gather this input. The opportunity to become involved in a community plan is open-ended. As long as the County is working on the Community Plan (and has not adopted it) the Planning Department will be pleased to accept any comments or answer any questions you may have.
