The Health Insurance Counseling and Advocacy Program (HICAP) provides assistance with Medicare and other health insurance free of charge. We offer objective information to help seniors make good decisions about their health care coverage through individual counseling and community education presentations throughout Merced County.

HICAP counselors are trained volunteers registered by the California Department of Aging. They do not sell health insurance coverage or endorse any specific plan or policy. The information about health insurance policies and benefits to the client, provided by the HICAP counselors, shall not be construed to be legal advice. The HICAP volunteer counselor is not liable for acts and omissions in providing counseling to recipients of this service.

HICAP certified counselor volunteers assist seniors in understanding:

  • Medicare eligibility and rights
  • Supplemental Insurance billing
  • Claims notices
The volunteers also:
  • Compare private medical supplement plans
  • Show how to organize medical bills
  • Explore long-term care options
  • Clarify rights as a health care consumer
  • Explain Medicare claim denials
  • Explain prescription drug options
