CONDITIONAL USE PERMIT No. CUP17-008

Universal Real Estate Development -A request to demolish an existing 2,000 square foot mini-mart and car wash and construct a new 2,942 square foot mini-mart and rebrand the gas station as a Chevron Extra-Mile. The property is located at the northeast corner of Winton Way and Santa Fe Drive in the Winton area and is identified by Assessor's Parcel Number (APN) 146-171-011. The property is designated Winton Urban Community - General Commercial land use in the General Plan and zoned C-2 (General Commercial). BG

RECOMMENDATION(S):
  1. Open/close the public hearing;
  2. Find the project exempt from CEQA under Section(s) 15302(b) – “Replacement or Reconstruction” and Section 15303(c) – “New Construction or Conversion of Small Structures” of the CEQA Guidelines, and;
  3. Approve Conditional Use Permit No. CUP17-008 based on the findings in the Staff Report and subject to the proposed conditions of approval.

ADMINISTRATIVE APPLICATION No. AA17-024

Ma Guadalupe Sanchez - A request to operate a taco truck with outdoor customer seating. The project site is located on the north side of East Hwy 140, 225 feet west of North Arboleda Drive in the Merced area, identified as Assessor's Parcel Number (APN) 061-040-029. The property is designated Tuttle Urban Community - General Commercial land use and zoned C-2 (General Commercial). TH

RECOMMENDATION(S):
  1. Open/close public hearing;
  2. Determine the application can be found exempt from CEQA under Section 15061(b)(3) – “General Rule” of the CEQA Guidelines; and,
  3. Approve Administrative Application No. AA17-024 based on the findings included in the staff report and subject to the conditions of approval.

ADMINISTRATIVE APPLICATION No. AA17-025

Luis and Gricelda Urzua - A request to operate a semi-mobile food vendor at an existing neighborhood market. The project site is located on the northwest corner of Santa Fe Drive and Center Avenue in the Winton area, identified by Assessor Parcel Number 146-101-006. The property is designated as Winton Urban Community-Commercial Transition land use in the General Plan and zoned C-2 (General Commercial). PN

RECOMMENDATION(S):
  1. Open/Close public hearing;
  2. Determine the project is exempt from CEQA review under Section 15061(b)(3) -“General Rule” of the CEQA Guidelines; and,
  3. Approve Administrative Application AA17-025 based on the findings included in the staff report and subject to the conditions of approval.

MAJOR SUBDIVISION APPLICATION MAS17-001/DEVELOPMENT AGREEMENT DA17-001

Bloss Cove Estates/Ramson Piro - A request to divide one parcel totaling approximately 19 acres into 92 residential lots, and enter into a Development Agreement for the project. The project is located on the south side of W. Bloss Avenue, approximately 650 feet east of N. Klint Drive in the Hilmar area, identified as Assessor’s Parcel number (APN) 017-110-003. The property is designated Hilmar Urban Community Low Density Residential and Medium Density Residential in the General Plan and zoned R-1 and R-1-5000 (Single Family Residential). CEQA: Project can be found exempt from CEQA under Section 15183 – “Projects Consistent with a Community Plan or Zoning”. PN

RECOMMENDATION(S):
  1. Recommend the Board of Supervisors find the project exempt from CEQA under Section 15183 – “Projects Consistent with a Community Plan or Zoning” of the CEQA Guidelines;
  2. Recommend the Board of Supervisors approve Major Subdivision Application No. MAS17-001, based on the findings included in the staff report and subject to the proposed conditions of approval; and,
  3. Recommend the Board of Supervisors approve Development Agreement DA17-001.
